During Nixon's government shutdown, I happened to be living in Washington DC. The thing with DC is that they do not have a state to help them with funding, they are funded directly from the federal government. Now, that shutdown happened in August, and you could tell that the garbagemen were on furlough because the piles of trash that were heaping up on the sidewalks and streetcorners were stinking to high heaven.
That's what I remember most - the smell of shutdown in the morning.
